C5T has an immediate opening for an experienced Accountant / Payroll Specialist (with previous experience working for the federal government or a government contractor). The selected candidate will perform project accounting, payroll, HR and cost reporting requirements for multiple mid-sized projects, including day-to-day interface with project management, client and contractor personnel.
Duties and Responsibilities:
- Manage the A/P, A/R, P/R, general ledger and collection function.
- Track and pay monthly bills. Reconcile payable reports each month to confirm that all amounts paid were accurate.
- Assist with expense allocations and the monthly close process, including adjusting journal entries and balance sheet reconciliations.
- Support the annual budget process and financial audit.
- Reconcile financial statements to budgets and provide program staff with monthly budget vs. actual reporting.
- Participate in the development and improvement of internal controls, fiscal policies, and procedures.
- Pays employees and compiles payroll information by managing payroll preparation; completing reports; maintaining records.
- Maintains payroll information by designing systems; directing the collection, calculation, and entering of data.
- Updates payroll records by reviewing and approving changes in exemptions, insurance coverage, savings deductions, and job titles, and department/ division transfers.
- Pays employees by directing the production and issuance of paychecks or electronic transfers to bank accounts.
- Prepares reports by compiling summaries of earnings, taxes, deductions, leave, disability, and nontaxable wages.
- Determines payroll liabilities by approving the calculation of employee federal and state income and social security taxes, and employer's social security, unemployment, and workers compensation payments.
- Balances the payroll accounts by resolving payroll discrepancies.
- Provides payroll information by answering questions and requests.
- Maintains payroll guidelines by writing and updating policies and procedures.
- Complies with federal, state, and local legal requirements by studying existing and new legislation; enforcing adherence to requirements; advising management on needed actions.
- Maintains employee confidence and protects payroll operations by keeping information confidential.
- Supports Human Resources functions as needed.
Minimum Requirements
- Bachelor's degree or equivalent combination of relevant education and/or experience will be considered.
- Minimum of five (5) years of payroll processing experience. Highly proficient in QuickBooks and MS Office with advanced Excel skills. An equivalent combination of relevant education and/or experience will be considered.
- Minimum of eight (8) years of government contract accounting experience using the Unanet or a closely related system. An equivalent combination of relevant education and/or experience will be considered.
- Demonstrated experience with creating budgets, forecasts, and financial reports.
- Skilled in presenting financial information in an understandable manner to fiscal and non-fiscal audiences.
- Ability to interpret, implement, and communicate the complex laws, regulations, and policies of diverse funding sources.
- Strong analytical and reconciliation skills.
- Exceptional verbal, written, and interpersonal communication skills.
- Self-starter with high dependability, keen attention to detail, and passion for data integrity.
- Ability to juggle competing priorities, adapt to organizational needs, and remain highly organized in a dynamic, team-oriented work environment.
