Manages, administers and monitors the C5T contracting process as part of overall company operations. Duties and Responsibilities
General Contract Activities
- Ensures C5T contract development and implementation conforms to federal guidance and regulations.
- Assists contract program managers to ensure contract execution complies with the terms and conditions within the contract.
- Monitors contract performance requirements for billing, invoicing and federal regulation compliance Creates invoices and uploads same into customers' systems
- Creates and maintains contract line items in ERP system (UNANET)
- Completes contract compliance reports (ECMRA, SCR, ESRS, FSRS, etc.)
- Provides oversight for resolution of contract issues (especially compliance and financial) Monitors reporting activities related to compliance with company policies and government regulations
- Oversees compliance issues resolution and coordinates with company legal counsel / corporate staff as required
- Reviews and resolves issues affecting compliance and ensure satisfaction of legal /regulatory requirements
- Manages contract changes, modifications, and Requests for Equitable Adjustment (REA)
- Ensures protection of company interests and intellectual property during negotiations and fully documents negotiation outcomes
- Build Subcontract Agreements including flow-down clauses; templates are available
- May evaluate subcontractor proposals for completeness and adherence to compliance with Prime contract flow down requirements
- Provides guidance on contract policies, procedures, and other business and contractual or compliance matters affecting the Company and coordinates with Corporate staff as required
- Along with senior management team develops and maintains effective business relationships with government, commercial, and other customers
- Administers the contract by executing all change notices and preparing all correspondence to obtain extensions to the period of performance and the requirement for additional funding
- In accordance with contract requirements, ensures the government is notified of changes to key personnel, when required by contract, and cost increases
- Provides administrative modifications to subcontractors, as required Coordinates contract close-out
- Prepares the company and key personnel for contract audits by the government, leads the company contract related audit efforts
Proposal Support
- Responsible for reviewing contract solicitation terms, providing contract award confirmations, interpreting agreement terms and conditions and identifying potential issues, reviewing agreement amendments / modifications and incorporating changes
- Responsible for the negotiation and administration of agreements / contracts between the company and outside organizations including the government, subcontractors, and vendors ensuring adherence to company policies, procedures, and schedules
- Reviews contractual documents to ensure adherence to company policy, government specifications and requirements and provides contractual advice, guidance and support to the contracts lead /program and operations management
- Assists in the development of bid strategy, proposal preparation, and review
- Assists in developing a compliant bid. Assist with strategy and manages contract function for program bid proposals / bid protests
- Reviews proposals and contract actions prior to signature or negotiation to ensure appropriate factors have been considered and all necessary information on contract risk mitigation has been gathered
- Drafts / reviews NDA's, MOU's, MOA's, teaming, consultant and other agreements.
- Supervises and guides contracting staff (if assigned) and ensures they perform their duties properly, and in a timely manner. Proponent and advocate for the C5T mission, values, and culture.
Secondary Accountabilities
- Supports the preparation of monthly financial statements, metrics, and actual vs. budget variance reports
- Supports the preparation of annual budgets and forecasts
- Supports invoicing and accounts receivable activities, as needed.
- Support chief of human resources for human resource activities, as needed
- Develops specialized knowledge and skills related to formulation and performance of R&D contracts, grants, cooperative and cost sharing agreements
- Liaison with all company staff to capture and facilitate the contract life cycle from need identification, through drafting, negotiation, execution, performance, to completion and close out
Basic Qualifications
- Excellent interpersonal and team skills; ability to interact professionally and effectively at all levels of the organization
- Excellent writing skills, math
- Desired expertise in accounting and financial areas
- Expert in Word, Excel, and Adobe
- Bachelor's degree in business or related field with seven or more years of progressive experience in government contracts
- Proven negotiating skills and the ability to exercise sound business judgment and discretion
- Comprehensive knowledge of government procurement/contracting cycle spanning all major contract types
- Experience in the management of government contracts
- Knowledge of intellectual property (IP)/ software and data rights clauses, and IP marking guidelines
- Detailed knowledge of source selection / evaluation process including cost and price analysis
- Knowledge of requirements for and experienced in administration of government property
- Detailed knowledge of government contract administration duties including subcontract flow downs, change management, inspection, acceptance, payment, warranty, close-out and records retention
- Detailed knowledge and thorough understanding of proper drafting, negotiation and use of contracts, subcontracts, P.O.'s teaming and other forms of agreements
- Familiarity with general business operations and management functions and principles (business development, finance/accounting, operations, information technology)
- CFCM and DAWIA certifications desired
- Previous management experience
