The Global Secure Comm Task Lead will conduct organizational studies and evaluations, design systems and procedures, conduct work simplification and measurement studies, and prepare operations and procedures manuals to assist management in operating more efficiently and effectively. Includes program analysts and management consultants.

Responsibilities include, but are not limited to:

  • Provide Subject Matter Expertise (SME) and Functional Management in support of Line of Sight (LOS)/Beyond Line of Sight (BLOS) Tactical Data Link (TDL) and Global Secure Command and Control Communications (GSC2C) systems.
  • Promote the interchange of information on requirements, capabilities, deficiencies, and technology applications relative to TDL and GSC2C operations.
  • Support management of Mobility Air Force TDL and GSC2C systems in sustainment and development.
  • Work on development of TDL and GSC2C concepts, capability gaps, roadmaps, functional requirements definition, and concepts of employment to support acquisition decisions and implementation of operationally tested solutions.
  • Provide support in the oversight of TDL equipment requirements and network selections to meet LOS/BLOS mission requirements, TDL network design library, networks supporting operations such as daily training, test and evaluation, and experimentation to ensure seamless exchange of information between global and geographic MAF/Combat Air Force (CAF) Air Operations Centers (AOC) and MAF, Joint, and Coalition aircraft.
  • Provide support in establishing Maintenance (MX) policies and procedures to ensure understanding in the processes relating to the acquisition, storage, preventative maintenance, installation, operational checks, and troubleshooting of TDL and GSC2C systems and equipment.
  • Provide support training practices, Technical Training environment and hierarchy, applicable Air Force and Air Education Training Command directives and guidelines; Training Manager Duties and Responsibilities, Training Development, Training Management, Training Systems, Capacity/Course modeling, Programming, Scheduling, Production Analysis, and Evaluations of TDL and GSC2C operations.
  • Provide support for the planning, coordination, execution, interpretation, and monitoring of active MAF TDL and GSC2C LOS/BLOS Networks and data to ensure the proper distribution of vital C2 information to leadership participants for critical decision making.
  • Provide continuity on oversight of the development, maintenance, and security of secure TDL and GSC2C computer and information network systems, testing the integrity and performance of secure information networks and software applications, and ensuring processes for Authority to Operate, Authority to Connect certifications for secure systems and networks are actively in place.
  • Provide support to Materials Management, Inventory Control activities to ensure proper accountability and shipping/receiving processes for TDL and GSC2C systems and equipment.
  • Provide support in the acquisition, storage, training, and distribution of Communications Security (COMSEC) materials and requirements used for TDL and GSC2C systems and equipment to ensure the operational success of LOS/BLOS TDL and GSC2C systems and equipment.
  • Provide support for efforts dedicated to writing Implementation Plans, White Papers, Bullet Point Papers, Proposals, Concepts of Operations, and Concepts of Employment to support TDL and GSC2C concepts and acquisition strategies.
  • Provide expertise to research, inform, and compose AMC/MAF perspectives for the development of AF future C2 concepts and constructs. Currently, this body of work includes Multi-Domain C2, Distributed C2, Direct Support, and AMD Reach Back operating Concepts to the government. Participate in established working groups/teams led by other MAJCOMs, USAF, COCOMs, JCS, DoD, and other Governmental agencies developing future C2 concepts and associated Strategic Guidance Documents. Facilitate the inclusion of AMC perspectives/equities during associated "think tank", working group, and team meetings via Government prescribed telephone or video conference methods, and/or by travel and attendance in person. Provide resulting document review and coordination through staffing packages to seek Staff input/coordination, and assist in adjudication and revision processes, as applicable. Facilitate, organize, and participate in established working groups/teams led by AMC offices developing future C2 concepts and associated Strategic Guidance Documents. Facilitate the inclusion of subordinate organizations, other MAJCOMs, USAF, JCS, DoD, and other Governmental agencies perspectives/equities during associated "think tank", working group, and team meetings via Government prescribed methods including travel. Provide resulting Strategic Guidance Documents and Staff coordination through staffing packages, and assist in adjudication and revision processes, as applicable.
  • Perform Strategic Guidance Document review and coordination to support AMC/MAF C2 and AFFOR Staff functions, and ensure these programs remain active and responsive to the needs of the AMC Commander. Incorporate all required regulations, such as, strategic C2 instructions, guidance, and operational concepts, as well as doctrines developed/published by other MAJCOMs, USAF, COCOMs, JCS, DoD, and other Governmental agencies. Perform monthly document review and coordination of AMC/A3C-owned instructions, guidance, regulations, operational concepts, and doctrine in accordance with Air Force Instruction 33-360, andr shall ensure alignment with related lateral and higher echelon guidance and policy, as appropriate. Monitor and coordinate with other MAJCOMs, USAF, COCOMs, JCS, DoD, other Governmental agencies, and industry partners on project/program developments, status updates, and milestones associated with implementation timelines for key C2 modernization initiatives (such as mission planning and mission management systems, Aircraft Mission Design Series (MDS), AOCs, and enroute C2 nodes/agencies).

Qualifications:

  • Minimum 10 years of experience
  • Bachelor's Degree and Master's Degree Preferred
  • Federal Secret Clearance Required
  • Global Mobility Air Operations Course (GMAOC), (MAF AFFOR) staff Course, AMC Staff Orientation course
  • IAT II Certification
