The Journeyman FAM Analyst will analyze, develop, and evaluate detailed plans, goals, and objectives for near, mid and long-range implementation of major command program(s).
Responsibilities include, but are not limited to:
- Serve as a command technical expert and focal point for air transportation C2 operations policies, plans and requirements.
- Analyze recommended modifications to systems and programs around doctrine, tactics, and concepts of operations that track Air Force, OSD, and joint planning documents.
- Analyze problems discovered in prior studies or actual operations and advise Functional Managers on the feasibility of different approaches which provide a basis for better planning and execution of operations.
- Assist the organization by evaluating modifications to existing plans in response to changing environments.
- Assist in the development and review of AF Form 1067s, ICDs, CDDs, and IS ICDs for AMC and USTRANSCOM Strategic Plans and Requirements efforts.
- Provide expertise to AMC/A3C in order to research, inform, and compose AMC/MAF perspectives for the development of AF future C2 concepts and constructs. (Currently, this body of work includes Joint All-Domain C2, Distributed C2 Operations, Direct Support, and Air Mobility Division (AMD) Reach Back)
- Participate in established working groups/teams led by other MAJCOMs, USAF, Combatant Commands, JCS, DoD, and other Governmental agencies developing future C2 concepts. Facilitate the inclusion of AMC/MAF perspectives/equities during associated "think tank", working groups, conferences, and meetings via Government prescribed telephone or video conference/collaborative online methods, and/or by travel and attendance in person. The Contractor shall provide resulting document review and coordination through staffing packages in a state that is ready to seek Staff input/coordination, and assist in adjudication and revision processes, as applicable.
- Facilitate, organize, and participate in established working groups/teams led by AMC offices tasked with developing future C2 concepts. Facilitate the inclusion of subordinate organizations, other MAJCOMs, USAF, JCS, DoD, and other Governmental agencies perspectives/equities during associated "think tank", working groups, and team meetings via Government prescribed telephone or video conference/collaborative online methods, and/or by travel and attendance in person. The Contractor shall provide resulting documents in a state that is ready for AMC Staff coordination through staffing packages, and assist in adjudication and revision processes, as applicable.
- Provide Functional Area Management (FAM) and Subject Matter Expertise (SME) support to organize, train, and equip the 618 Air Operations Center (AOC) and AMC Air Force Forces (AFFOR) Staff.
- Advise and assist with the organizational management and oversight of the 618 AOC and AMC AFFOR Staff. Associated tasks include developing, revising, and reviewing policy/doctrine; developing, managing, and maintaining UTCs; developing criteria for and monitoring readiness reporting; force posturing, analysis, and execution activities which are crucial to the management and execution of AMC operations.
- Advise and assist during the coordination, management, and development phases of concepts, processes, and force structure changes that facilitate the seamless integration and interoperability of the 618 AOC and AMC AFFOR Staff into USAF, Combatant Command, and Joint Operations. Advise and assist with the drafting of future operating concepts, identification and resolution of capability gaps/shortfalls, development of future roadmaps, validation of functional requirements, and employment of solutions that support the growth and evolution of the 618 AOC and AMC AFFOR Staff.
- Develop, revise, and review integration concepts and actions to ensure seamless integration between the 618 AOC, AMC AFFOR Staff, and geographic/regional AOCs/AFFOR Staffs.
- Coordinate, facilitate, and participate in working groups, conferences, cross functional teams, and operational/long range planning teams where 618 AOC/AMC AFFOR Staff FAM participation is requested or required.
- Support analysis of incident reports, after action reports, lessons learned, and other deficiency-like reports to identify 618 AOC/AFFOR Staff problem areas, conduct research and analysis, and recommend courses of action to resolve the problem.
- Assist in the management of the A3C - C2 Operations SharePoint Site using KM processes to capture, store, organize, verify and distribute the organization's information.
- Perform Strategic Guidance Document review and coordination to support AMC/MAF C2 and AFFOR Staff functions, and ensure these programs remain active and responsive to the needs of the AMC Commander. Incorporate all required regulations, such as, strategic C2 instructions, guidance, and operational concepts, as well as doctrines developed/published by other MAJCOMs, USAF, COCOMs, JCS, DoD, and other Governmental agencies. Perform monthly document review and coordination of AMC/A3C-owned instructions, guidance, regulations, operational concepts, and doctrine in accordance with Air Force Instruction 33-360, and shall ensure alignment with related lateral and higher echelon guidance and policy, as appropriate. Monitor and coordinate with other MAJCOMs, USAF, COCOMs, JCS, DoD, other Governmental agencies, and industry partners on project/program developments, status updates, and milestones associated with implementation timelines for key C2 modernization initiatives (such as mission planning and mission management systems, Aircraft Mission Design Series (MDS), AOCs, and enroute C2 nodes/agencies).
- Ensure Strategic Guidance Documents and associated process and procedure revisions remain relevant, consistent, and synchronized with related lateral and higher echelon efforts, as appropriate. These efforts are critical to support timely capability and requirement integration with MAJCOM, USAF, COCM, Joint Chiefs of Staff (JCS), and DoD plans and objectives.
- Facilitate coordination through staffing packages to seek Staff input/coordination, and assist in adjudication and revision processes, as applicable
- Participate in working groups/teams, and provide Meeting Support Materials, and AMC/A3 Position Recommendation Documents, as required in support of the AMC Corporate Process.
Qualifications:
- Bachelor's Degree plus three (3) to ten (10) years of experience.
- Top Secret Security Clearance is required for this position.
- Global Mobility Air Operations (GMAOC), MAF AFFOR staff course, AMC Staff Orientation and IAT I Courses required
- Must be able to travel to the Scott AFB area to work on base as needed.
