C5T is seeking a Lead Cyber Engineer / Deputy Program Manager to assume a key leadership position for a team supporting complex mission essential capabilities for our clients. This team is responsible for providing Software Development Lifecycle (SDLC) support, IT security, administration, and expertise for the Global Transportation Planning (GTP), Groups Operational Passenger (GOPAX), and Voyage Calculator (VC) systems. This program's primary customer is United States Transportation Command (USTRANSCOM), with headquarters located on Scott AFB.

The successful candidate will leverage their strong leadership and communication skills, along with extensive knowledge and experience in systems security, installation, configuration, and maintenance to design, implement, and manage the security aspects of supported information systems, ensuring compliance with Department of Defense (DoD) standards and policies. In addition, this candidate will support the program manager as deputy program manager to ensure continuity when the Program Manager is temporarily unavailable.

This position is onsite at Scott AFB, IL.

Responsibilities include, but are not limited to:

• Leads team cybersecurity activities (risk assessment, threat identification, and mitigation) to ensure ongoing compliance with DoD Risk Management Framework (RMF) and NIST SP 800-53 standards.
• Develop, maintain, and update System Security Plans (SSP), Plan of Action and Milestones (POA&M), and related accreditation documents to achieve Interim Authorization to Test (IATT) and Authority to Operate (ATO)
• Ensures system security measures comply with established procedures to ensure confidentiality, integrity, availability, authentication, and non-repudiation.
• Verifies minimum security requirements are in place for all applications.
• Ensures application of security patches for commercial products integrated into system design meet the timelines dictated by the management authority for the intended operational environment.
• Ensures compliance with USTRANSCOM cybersecurity guidelines, providing secure application development, encryption technologies, and secure network protocols.
• Sustains, creates, reviews and updates system documentation in accordance with appropriate standards.
• Prepares a Software Release package for each software change package and delivers it at the time of software delivery for all releases.
• Supports the Program Manager (PM) in leading the contract team to success for both the customer and the company
• Provides technical guidance to other members of the contract team.

Qualifications:

• Education: Bachelor's degree in information technology, cybersecurity, data science, information systems, computer science, from an ABET accredited or CAE designated institution. Experience in lieu of education will be considered.
• Required Certifications: CISSP or CASP+

Experience: the successful candidate will have experience/expertise with:

• Minimum of 8 years of professional experience including complex systems design, programming, security, and systems software & support.
• Experience with Global Transportation Planning (GTP) and Groups Operational Passenger (GOPAX) Systems highly desired.
• Familiarity with Agile and Scrum methodologies
• Experience with Microsoft Office products, including Word, Outlook, PowerPoint, and Excel
• Experience with the following tools/technologies:
• Confluence
• Jira
• AWS Security Groups/Policies: Elastic Compute Cloud (EC2), Elastic Kubernetes Service (EKS), Elastic Container Registry (ECR), Elastic Load Balancer (ELB), Relational Database Service (RDS) MariaDB/PostGRES/SQL Server, Elasticache, Simple Storage Service (S3), CloudWatch, CloudTrail

Soft Skills Required:

• Excellent verbal and written communication skills, with the ability to effectively communicate technical concepts to both technical and non-technical stakeholders.
• A high level of organization, attention to detail, and the ability to manage multiple projects simultaneously.
• Resourcefulness and problem-solving aptitude, with the ability to navigate and resolve complex challenges effectively
• Security Clearance: Must be eligible to obtain and maintain a Secret-level Security Clearance, granted by the U.S. government. U.S. citizenship is required for this position.
