BACKGROUND: C5T provides programmatic support to the USTRANSCOM Mission Assurance (MA) processes. This position supports the analytical work requirements performed by the MA Risk Management Team, working actions associated with the identification of mission risk (determination of threats, hazards and vulnerabilities) and the identification of mitigation measures already being taken, proposing remediation or mitigation measures to reduce risk in support of the MA Working Group (MAWG). Work is performed within the USTRANSCOM J3, Operations Directorate, MA Division, MA Operation Branch. Incumbent will also assist or lead the project team in efforts to perform analytical work associated with the implementation of the MA Identification Process (MAIP), MA support to joint exercises as a training audience member, assist in the development of Mission Mitigation Plans (MMPs), conduct dependency analysis, and preparing for, performing and documenting results of on-site MA related vulnerability assessments at sites of interest to USTRANSCOM.
REQUIRED EXPERIENCE:
MA Research and Analysis (Primary Focus). MA RA will work closely with other risk management program managers and activates (e.g., mission planners (current and future), antiterrorism, Emergency Management, and Continuity of Operations Programs, etc.) who provide risk analysis in support of MA. The analyst will be required to conduct both open source and classified research of multiple sources, and systems to determine threats and hazards (risk) to the Joint Deployment and Distribution Enterprise. Results of analysis will be captured in written documents (Microsoft Office Suite). Analysis includes recommendations to reduce (mitigate) risk and the articulation of any residual risk in direct support of the MAWG. Maintaining mature relationships with external agencies is key (e.g. other Combatant Command MA offices; State Intelligence and Fusion Centers; United States Coast Guard; and others) in obtaining information required to assess risk and measures being taken to reduce risk. Relationships with internal Command risk management programs, the command Intelligence Staff (J2), and the Transportation Component Commands (Military Surface Deployment and Distribution Command; Military Sealift Command; and Air Mobility Command) are also key sources in determining mission risk and mitigation actions.
Identification of Defense Critical Infrastructure (Secondary Focus). MA RA will assist the MA Project Manager in performing analytical work to execute the steps of the MAIP. Inherent in this work are the requirements to schedule, facilitate and document results of small group and individual meetings; maintain records that document results of MAIP meetings; analyze results of meetings and develop recommendations that address the USTRANSCOM position in response to established MAIP milestones and suspense's.
Participate in Command post-level exercises (Secondary Focus). MA RA will participate in one to two exercise events on an annual basis as part of the training audience performing in the role of MA RA typically within the Global Operations Center.
Participate in vulnerability assessments. (Secondary Focus). Lead or assist team efforts in conducting pre-assessment research and analysis, coordination with partnered assessment agency, other external agencies, USTRANSCOM staff elements, and Transportation Component Commands. Research will consist of both open and classified sources. Travel to and perform on-site assessment activities as a transportation subject matter expert and integrated assessment team member. Assessment sites include both overseas and within the United States at locations of importance to USTRANSCOM. On-site actions will include but are not limited to: conducting one on one or group interviews; documenting interview discussions; and participating in daily hot wash / review discussions with assessment team members. Other actions include contributing written products to be included in the on-site exit briefing to site leadership; and developing a post-assessment written report for delivery to the customer as well as the lead assessment agency.
Understand and ability to relate Command and DoD-level Knowledge Management (KM) requirements to MA processes and activities (Secondary Focus). Encourage information sharing among internal and external agencies utilizing KM principles.
