C5T is looking to hire a Portfolio Financial Analyst. This position analyzes external Department of Defense IT investments affecting USTRANSCOM.

Responsibilities include, but are not limited to:

  • Provides Mission Area Management (MAM) and Information Technology (IT) investment/planning support to the US Transportation Command (USTRANSCOM).
  • Supports the IT investment review process, prepares draft budget documents, and implements and conducts Portfolio Management (PfM) activities for capabilities and requirements including analysis of the USTRANSCOM PfM process.
  • Support includes MAM/Sub-MAM meetings, preparation for the USTRANSCOM Oversight Council (TOC), and performing cross portfolio analysis for gaps and duplication.
  • Provides portfolio and focus area analysis and recommendations, retrieves data from the Information Tool Suite (ITS), recommends effectiveness metrics, and integrates metrics to align with strategic goals.
  • Reviews and provides input to a variety of financial and budget planning documents, supports reprogramming actions, and provides other requested financial analysis support.
  • Integrate, synchronize, and coordinate requirements across processes and capability areas to ensure alignment to strategic priorities and capability demand.
  • Assist requirement managers and capability owners and help guide their efforts to support requirement accuracy.
  • Accomplish initial requirements management review, support managers as to whether the requirement meets enterprise criteria, collect from SMEs requirements documentation, which can include use cases and supporting course of action analysis for solution development.
  • Evaluate requirements against capability gaps, strategic guidance, priority lists and lessons learned to generate resource and compliance informed decision packages.
  • Participate in assessments to accomplish operational objectives in support of processes and capability areas to assist in delivery of goals and objectives.
  • Create and execute database retrievals from repositories, as required, to support the requirement management process.
  • Staff Requirements Budget Tool or data call spreadsheets with capability and managers to prepare for the annual sustainment and capability review.
  • Collect and collate requirement budget data and help prepare staff packages to support manager briefings to governance bodies.
  • Revise and keep updated the methodology for accomplishing the necessary processes, use of tools, and techniques required to gather and analyze requirement information to optimize investment decisions, consistent with governance, risk, and compliance management mandates.
  • The contractor shall participate in and generate necessary materials in support of meetings. Contractor shall provide consultation and administrative support by preparing meeting agendas, slide presentations, read ahead documentation, support pre-briefings, act as meeting facilitator, prepare action items, meeting minutes, and conducting follow-up action for review and approval.
  • Assess and evaluate existing PfM adopted methodologies, techniques and tools and perform portfolio assessments to achieve specific, measurable portfolio outcomes.
  • Recommend PfM policy, business rules, procedures, and update and maintain an approved documentation methodology for PfM processes.
  • Assist with the development, update, and maintenance of PfM governance products and bodies. This process may also require the incorporation of material generated in working groups or extracted from meeting presentations. Merge these products, then assemble, review, edit, format, and publish PfM governance material with customer participation, oversight, and approval.
  • Develop portfolio investment and focus area recommendations and prepare Portfolio Investment Reports for review and approval.
  • Recommend and support performance metrics to evaluate the effectiveness of PfM efforts and integrate performance metrics into the governance, policies, processes, and operations to align portfolio investment activities with strategic goals and objectives.
  • Document oversight and policy for the PfM process as it evolves through white papers and analysis reports.
  • Identify necessary management controls supporting requirement investment and execution through white papers and analysis reports and provide for review and approval.
  • Capital Planning and Investment Control- Support the COO in research, planning, enhancement, and development of investment management and planning.
  • Funds Certification Support -Collect and assess required information to assist in preparing documentation for OSD-level fund certification and out-of-cycle modification packages. Provide administrative support for required management pre-briefs for appropriate committee meetings.
  • Chief Management Officer (CMO) Guidance and Repository Support -Assist in summarizing and disseminating CMO policy, procedures, and guidance documentation related to DBS management and fund certification.
  • Business Case Analysis-Support Business Case Analysis (BCA) work when specifically requested. The BCA may address the development of a problem statement, mission needs statement, or similar. Support the definition and assessment of investment effectiveness, efficiency, and security criteria.
  • Gather and analyze the appropriate technical, operational, and information systems to optimize investment decisions and to be consistent with COO, CIO and OSD mandates. This effort requires investment expertise to identify and recommend key decision-making information for use by each level of the investment review process.
  • Budget Support -Support the customer and accommodate variations in workload to support timely preparation of the President's Budget (PB), Budget Estimate Submissions (BES) and any supporting documentation for submission to corporate governance bodies. Document results of the investment management process to facilitate revisions prior to execution of the next investment cycle. Assist with training, workshops, and meetings as required to support the use of tools to enable investment management process and fund certification. The report shall cover the following areas: history snapshots, highlights of the POM review, and financial analysis trends.
  • Assist in the review of financial documents (e.g., Budget Change Proposals (BDPs), OMB Exhibit 300, reprogramming actions, Organizational Execution Plan (OEP) products). The contractor shall use approved software for cost estimation, system evaluation and estimation of resources, financial estimation, sensitivity/risk analysis, capital planning & investment, and earned value management.
  • Provide direct cost analysis and management support of all financial data tables assigned. M monitor the data for consistency and accuracy by working with analysts, data providers, data modelers, and other functional experts.

  • Must have Active Secret clearance to apply.
