The Quality Assurance Manager provides development of project Software Quality Assurance Plan and the implementation of procedures that conforms to the requirements of the contract. Provides an independent assessment of how the project's IT administration processes are being implemented relative to the defined processes and recommends methods to optimize the organization's processes. May be responsible for all activities involving quality assurance and compliance with applicable regulatory requirements. Conducts audits and reviews/analyzes data and documentation. Develops and implements procedures for assuring quality in the system monitoring/troubleshooting environment which supports large databases and applications. Captures, reviews, and reports system metrics. Lead team on large projects or significant segment of large complex projects. Analyzes new and complex project related problem and creates innovative solutions involving finance, scheduling, technology, methodology, tools and solution components. Provides applications system analysis and programming activities for a government site, facility or multiple location. Prepares long and short-range plans for application selection, system development, systems maintenance, and production activities and for necessary support resources. Oversees all aspects of projects.

Assigned responsibilities include, but are not limited to:

• Provides development of project Software Quality Assurance Plan and the implementation of procedures that conforms to the requirements of the contract.
• Provides an independent assessment of how the project's IT administration processes are being implemented relative to the defined processes and recommends methods to optimize the organization's processes.
• May be responsible for all activities involving quality assurance and compliance with applicable regulatory requirements.
• Conducts audits and reviews/analyzes data and documentation.
• Develops and implements procedures for assuring quality in the system monitoring/troubleshooting environment which supports large databases and applications.
• Captures, reviews, and reports system metrics.
• Lead team on large projects or significant segment of large complex projects.
• Review contract deliverable documents to ensure compliance
• Develop and interpret organizational goals, policies, and procedures.
• Consult with users, management, vendors, and technicians to assess quality needs and requirements.
• Meet with department heads, managers, supervisors, vendors, and others to solicit cooperation and resolve problems.
• Prepare and review operational reports related to quality areas.
• Brief progress of assigned tasks as required

Qualifications:

• Bachelor's degree with study in training, computer science, programming, or quality improvement related field. Previous work experience preferred.
• 4 to 6 years proven experience in conducting and oversight of training
• Security Clearance
