Service Delivery Manager/C5T Project Manager
The Service Delivery Manager/C5T Project Manager manages and leads all phases of the Global Air Transportation Execution System (GATES) Application & System Support effort and is responsible for the management and leadership of the assigned project from inception through completion, ensuring it achieves the objectives established in the statement of work.
Essential Functions
- Provide technical, administrative, and operational management of the GATES project and assigned tasks, including contract and subcontractor management
- Supervise assigned GATES staff, including subordinate supervisors
- Participate in the development of technical project plans, proposals, reports, and task order and administrative reporting
- Conduct planning and provide recommendations to client on task workload
- Attend customer meetings and may serve as primary client liaison
- Coordinate development of deliverables and products
- Ensure quality assurance of project deliverable
- Act as the functional manager for all service delivery management processes, being the escalation point for process owners
- Provide direction to continuous improvement of all service delivery processes
- Support the management staff and development teams and ensure process functionality
- Prepare long and short-range plans for application selection, systems development, systems maintenance, and production activities and for necessary support resources
- Regularly engage with C5T leadership regarding risks/issues and opportunities and provide recommendations for achieving contract and corporate objectives
- Establish and maintain effective relationships with customers at all levels and contract stakeholders
- Manage and lead C5T staff by providing direction in the performance of the assigned contract
- Using tools provided, establish annual goals for C5T assigned employees, and appraise performance against those goals and assigned corporate objectives
- Assess and monitor the readiness, longevity, engagement, and satisfaction of C5T personnel assigned to the contract
- Engage in the C5T staffing process at the hiring manager level to support the maintenance of appropriate staffing levels, plan for potential losses, and ensure the qualifications and abilities of the team are consistent with current and projected contract activities
- May develop new C5T business or expand existing business with the customer. May coordinate preparation of proposals, business plans, proposal work statements and specifications, and financial terms/conditions of contract
Knowledge, Skills, and Abilities: In addition to the KSA's outlined below, the qualified Service Deliver Manager must possess the KSA's required of the labor category and statement of work provided by the respective customer.
- Bachelor's degree in a discipline related to the specific contract assigned
- Ten (10) years' relevant experience
- Proven history of performance excellence in the following areas:
- Network Operations Center Ops on a 24 X 7 X 365 basis
- Running shifts using best business practices/processes
- Reporting incidents in a timely manner
- Ability to lead and work collaboratively with individuals in an IT support and software development environment and effectively communicate technical issues in a non-technical manner
- Must possess a strong understanding of the DoD transportation community customer's (e.g., USTRANSCOM, Air Mobility Command, and Surface Deployment and Distribution Command)
- Must demonstrate technical and functional familiarity with GATES
- Leadership and management expertise
- Strong interpersonal skills to interact with our customers and team members
- Strong communication, leadership, and presentation skills
- Ability to work well with all levels of management, staff, and executive teams
- Demonstrated ability to identify and anticipate needs and proactively provide support
- Strong understanding of Requirements, Software Development Configurations, Asset, and Account Management
- Ability to oversee Technical Writing
- Ability to provide oversight of Development Network Management, Network Risk Management Framework (RMF), and Cybersecurity
- Must demonstrate understand of Technical and Functional Help Desk processes and functions
Desired General Knowledge in:
- DEVSECOPS
- Agile Methods
- Operating in a Cloud environment
- Knowledge Management (KM)
Preferred Qualifications
- Experience in the following tools:
- Confluence
- SharePoint
- Remedy Software suite (Service Request and Analytics modules)
- Project Management experience
- Requirements Management experience
Physical Demands
- This is a sedentary position.
- Oral and auditory capacity enabling interpersonal communication as well as communication through automated devices such as a telephone
- Visual capacity enabling constant use of computer equipment
- Constant use of eye, hand, and finger coordination enabling the use of automated office machinery
Work Authorization/Security Clearance
- S. Citizenship is required based upon security clearance requirements.
- The Service Delivery Manager may be subject to a government security investigation and must meet eligibility requirements for access to classified information.
- The Service Delivery Manager will be required to possess and maintain a security clearance at SECRET level.
Miscellaneous
Travel may be required of this position.
Supervision Exercised
This position serves as the single point of accountability for all assigned project aspects including the delivery of services daily, meeting and/or exceeding of contract requirements. This position leads, directs, oversees, and controls a team of multi-disciplined personnel to accomplish the overall management of the assigned contract.
Supervision Received
Works under limited supervision of the C5T Executive Vice President.
